The Ministry of Public Infrastructure invites eligible Consultants to submit proposals for Consultancy Services for the preparation of a Sustainable Transport Sector Plan (2016-2026). This is to ensure that all future decisions concerning the Transport Sector (Land, Air and River) in Guyana are based on a comprehensive analysis of the Sector. 
The Sustainable Transport Sector Plan (STSP) 2016-2026 is one of the key economic infrastructure to support the socio-economic development of Guyana.  This is in line with the sector-wide planning approach adopted by Government to provide a coordinated and cohesive planning frameworks that enables a whole of Government perspective in the prioritization and funding of investments in the transport sector.  This approach is supported by a consistent policy and regulatory regime that ensures efficiency, safety and sustainability in the construction, maintenance and use of physical transport infrastructure and services.
The Consultant will review sectoral performance in the past 5 five years, analyse developmental issues, challenges and opportunities and set key objectives, policies and strategies to guide the development of the Sector in the next five years.  The Plan must provide a prioritized investment program for the Land, Air and River sub-sectors with estimates of the financial and human resources required to implement it.
The estimated implementation period of the Consultancy is 6 months. 
Consultants will be selected in accordance with the policies and procedures set out by the National Procurement Act (2003). The Terms of Reference (ToR) and Standard Request for Proposal document can be found on the Ministry’s website ( under the Procurement Tab.  
Interested consultants may obtain further information through writing to the Address 1 or email below during office hours: Monday to Thursday, between 09:00 to 16:00 hours and Friday, between 09:00 to 15:00 hours, from October 3, 2016. Any clarification of the RFP will be communicated simultaneously in writing to all tenderers at the latest 7 calendar days before the deadline for submitting tenders. 
Tenderers are required to submit a combined Technical and Financial Proposal which must be delivered to the Tender Box at Address 2 below by Tuesday, October 25, 2016.
