POSITION DESCRIPTION --- SENIOR MANAGEMENT
POSITION TITLE:PROJECT MANAGER
Responsible for planning, directing and coordinating all activities of the Inspectorate Unit - aimed at developing and maintaining the public infrastructure of Guyana - ensuring that goals and objectives are accomplished within prescribed time frame and funding parameters; also for participating in policy formulation and implementation in relation to the identification, selection and management of all major civil works projects.
2.DIMENSIONS OF POSITION:
A.NATURE AND SCOPE:
The Project Manager is responsible for the inspectorate unit and to provide strategic leadership to maximize the synergies possible in specific functional areas while developing its excellence in the specialized range of technical services and support possible for both Government and foreign funded projects and programmes.
The incumbent is required to participate in the process of planning, developing and establishing policies and objectives for the Unit in accordance with governmental directives. In this regard, the Project Manager is expected to liaise with the Permanent Secretary and other agencies officials during the process of identifying civil works projects. The Project Manager prepares broad work programmes of approved projects over the short and medium term and translates these into discrete projects for the Unit. Further, the incumbent ensures that annual work programmes and targets are set for inspections in the various agencies and that supporting budgets are there for the works to be done.
The Project Manager also formulates policy for and directs and coordinates the activities of the Unit. In this regard, the incumbent is assisted by a number of senior managers from the various agencies.
The incumbent must be a strategic leader with extensive skills and experience in project management, financial management, human resource management, computerized systems and general organizational management. The incumbent is expected to build and maintain an achievement oriented team and display the communication skills required to interact productively with government agencies, donors, MPI officials and other stakeholders.
B.PRINCIPAL ACTIVITIES TO ATTAIN ACCOUNTABILITY OBJECTIVE: (These statements identify specific activities necessary to attain the overall objectives while not precluding the position holder from carrying out other related duties that may be inherent in the position)
PARTICIPATES with government, agencies officials as well as donor representatives in process designed to identify and define civil infrastructure projects - both construction and maintenance - with a view to establishing scope of work.
PLANS, develops and establishes policies, objectives and programmes for the Inspectorate Unit in accordance with governmental directives.
CONFERS internally with staff from the unit in order to plan objectives, to develop organizational policies, to coordinate functions and operations between Divisions and Departments, and to establish responsibilities and procedures for attaining objectives.
REVIEWS and approves design and other specifications for infrastructure projects for inclusion in tender documents; participates in the contract negotiation process and, if necessary, in dispute resolution between Contractors and Consultants.
REVIEWS periodic activity reports and financial statements to determine progress and status in attaining objectives and revises objectives and plans in accordance with current conditions.
DIRECTS and coordinates the formulation of financial programmes to ensure the provision of adequate funding for new and continuing operations.
ADVISES the Minister and Permanent Secretary on technical matters pertaining to infrastructure projects throughout all government agencies.

International Donor Agencies - IDB, CDB, EU, IDA, etc.
Other Government Ministries/Agencies, such as Ministry of Finance, Central Tender Board, Ministry of Local Government, Regional Administrations, Municipalities, Drainage and Irrigation Board, etc.
Contractors and Consultants (local and foreign)
E.QUALIFICATIONS, KNOWLEDGE and EXPERIENCE:
Recognised Bachelor of Science (or Master of Science) degree in Civil Engineering or relevant discipline,
Recognised post-graduate qualification of not less than one year duration in a management-related discipline such as Construction Engineering and Management, Industrial Engineering and Management, Engineering Management, Production Management, Business Administration, etc.,
At least ten years' post-first degree qualification experience in design, construction and management of civil engineering or related works, of which at least four must be at the level of a position of responsible engineer-in-charge, i.e. at an executive management decision-making level providing strategic leadership under the most challenging technical and human situations. Knowledge of computer applications in areas such as project management, human resource management and financial systems would be a definite asset. Must have knowledge of the procurement rules and guidelines of International Funding Agencies.
